[CMS-8197] A simple contributor should be able to create a page and a content.

How to reproduce it :

use the demo repository
verify that the contributor profile has this rights : create a page, create a content
open a session with contrib's logins
select a page in the sitemap, the page tab appears in the ribbon, but there is not the page creation button
select the main zone in a page, the page tab appears in the ribbon, but there is not the insert a content button.

Expected behavior :

the button to create a new page should be in the ribbon, like the "insert a content" button sould be there too.
