Domain and discipline code constraints too restrictive

      Currently, a discipline's code has to be derived from its parent domain code (the domain code plus a dot, plus another part, ex "MED" and "MED.1").
      If the codes does not obey to these constraints, the domain can't be stored, and thus the program never appears in the sitemap, as the corresponding page path depends on the domain code.
      The constants provider should really handle two levels, and provide methods to retrieve the domain (first level item) from a discipline (second level item), and so on.
