How to reproduce :

On Firefox, then on Chrome click on administration tab, then click on access button.
Try to add a new access.

On Chrome, when I add a new access, I have to enter the language before, then the message.
On Firefox, when I add a new access, the language field is disabled and I only have to enter the message.
