Steps to reproduce:

Open a tool through a button of the ribbon
Set the focus on another tool in another zone
Click on the ribbon button to open or focus the first tool
The tool is removed from the view instead of being focused

The proposition, is :

if the tools is focused it is closed

else it is opened and focused
